The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has disclosed that no federal Ministry, Department, or Agency (MDA) achieved full compliance with Nigeria’s established ethics and integrity standards in its 2025 assessment. The revelation was made during the presentation of the 2025 Ethics and Integrity Compliance Scorecard (EICS) in Abuja on Tuesday. [1]Out of the 344 MDAs assessed, the report found that only 48 MDAs (13.95%) demonstrated substantial compliance, while 132 (38.37%) recorded partial compliance. A larger share — 141 MDAs (40.99%) — showed poor compliance, and 23 (6.69%) were classified as non‑compliant. Additionally, 13 MDAs (3.64%) were non‑responsive and deemed high‑risk. [1] ICPC Chairman Dr. Musa Aliyu (SAN), represented by the Director of the Commission’s System Study and Review Department, noted widespread gaps in governance structures, financial reporting, and internal anti‑corruption systems across federal MDAs. He highlighted that many agencies lack core documents such as mission and vision statements, policies governing gifts, donations and hospitality, and effective Anti‑Corruption and Transparency Units (ACTUs). [2]The report also showed that 114 MDAs failed to submit financial reports to the Office of the Accountant‑General of the Federation, 40 did not remit required internally generated revenue, and 75 did not comply with fiscal responsibility provisions — all factors undermining accountability in public service.
