The Socio-Economic Rights and Accountability Project (SERAP) has formally petitioned the Code of Conduct Bureau (CCB) to investigate members of the Nigerian Senate and other public officials over alleged unlawful alterations to the Electoral Act (Amendment) Bill and the recently enacted Tax Reform Laws.
In a petition dated 7 February 2026 and addressed to the Chairman of the CCB, Dr. Abdullahi Usman Bello, SERAP urged the anti-corruption agency to promptly, thoroughly, and transparently examine the conduct of senators and executive officials allegedly involved in actions that, according to the organisation, undermine the integrity of Nigeriaโs lawmaking process.
The civil society organisation stated that credible allegations have emerged indicating that some senators removed provisions relating to the electronic transmission of election results from the Electoral Act Amendment Bill during plenary sessions, despite reported majority support for their inclusion and without sufficient debate.
SERAP also raised concerns over the Tax Reform Laws, noting that inconsistencies were allegedly discovered between the versions passed by the National Assembly and those later gazetted by the Federal Government.
According to the petition, these procedural anomalies and material discrepancies including deletions, insertions, or modifications may have occurred without proper legislative approval, contrary to constitutional and statutory requirements.
SERAP further cited alleged violations of constitutional provisions relating to conflict of interest, due process, and accountability, stressing that any breach of the Code of Conduct for Public Officers warrants investigation and, where necessary, referral to the Code of Conduct Tribunal.
SERAPโs demands to the CCB include:
Investigating the conduct of lawmakers and executive officials allegedly involved in the amendments and alterations.
Examining whether inducements, benefits, or promises were offered or received in connection with the actions.
Determining whether the conduct amounted to abuse of legislative power, conflict of interest, or breach of due process.
Referring substantiated cases to the Code of Conduct Tribunal.
SERAP warned that failure by the Bureau to act within seven days of receiving the petition may result in further legal action in the public interest.
The controversy surrounding the Tax Reform Laws follows public outcry and legislative scrutiny after a House of Representatives panel reportedly confirmed that illegal alterations were made to the gazetted versions of the laws, prompting calls for re-gazettement.
Civil society organisations and electoral reform groups have also criticised the Senate for rejecting mandatory electronic transmission provisions, intensifying demands for greater transparency and accountability in Nigeriaโs legislative process.
