NCC Tightens Internet Regulations to Boost Cybersecurity, Protect Users!
Reported By Marian Opeyemi Fasesan | Sele Media Africa
The Nigerian Communications Commission (NCC) announced on Tuesday that it is revising several key regulatory instruments governing Nigeria’s telecommunications industry. The reforms aim to address emerging digital risks and ensure operators comply with stricter standards on internet use, data protection, and online safety. [1]
According to the NCC, the updated regulatory framework will strengthen the Licensing Regulations 2019, Enforcement Process Regulations 2019, and Internet Code of Practice 2019. During a public session, the regulator highlighted major reform priorities: countering the problem of pre‑registered SIM cards, enhancing corporate governance, and tackling cyber threats tied to artificial intelligence, child online safety, and data misuse. “The updated Enforcement Process Regulations will provide a transparent and accountable framework for compliance monitoring, investigation, and sanctions,” said an NCC spokesperson at the session. [1]
What’s Changing
- The Internet Code of Practice will now include safeguards for cybersecurity, data protection, AI governance, child online safety, and anti‑spam measures.
- Licensing rules are being revised to reflect technological advancements, streamline operations, and introduce new sanctions for non‑compliance. [1]
- A sector‑wide cybersecurity framework is being developed, targeting awareness, incident reporting, and digital infrastructure resilience by 2026. [2]
Why It Matters
- With over 200 million active subscriptions, Nigeria’s telecom sector is central to its digital economy. Ensuring robust regulatory oversight is critical to protecting national security, consumer rights, and foreign investment. [3]
- By updating regulations, the NCC aims to reduce cyber‑risks, curb misuse of telecom infrastructure (such as for crime), and enhance transparency in operator conduct.
- The reforms also aim to align Nigeria’s digital ecosystem with global best practices at a time when emerging technologies present both opportunities and vulnerabilities.
What to Watch
- How operators will adapt to the new regulatory environment, particularly in terms of compliance costs, consumer impact, and service quality.
- The enforcement mechanisms the NCC will employ — including non‑monetary sanctions and more rigorous audits.
- The roll‑out timeline of the cybersecurity framework and how effectively it mitigates real‑world threats to telecom networks.
