A senior Nigerian legislator has announced that the long‑awaited National Digital Economy and E‑Governance Bill 2025 is primed for presidential assent by the close of 2025. The legislation is expected to transform public‑sector governance, spur job creation and deepen Nigeria’s presence in the global digital economy.
“This bill, when signed into law, will minimise corruption, enhance data‑exchange between agencies and prepare Nigeria for artificial intelligence,” said Shuaib Afolabi Salisu, Chairman of the Senate Committee on ICT & Cybersecurity. [1]
Key Highlights:
- The bill mandates that all federal ministries, departments and agencies (MDAs) digitise their operations and adopt interoperable systems. [1]
- It legalises electronic contracts, signatures and records, and sets a framework for the ethical deployment of Artificial Intelligence (AI) across sectors. [2]
- The legislation includes provisions to boost digital infrastructure — including deployment of approximately 90,000 km of fibre‑optic cables and nearly 4,000 new communication towers to underserved areas. [3]
- – The digital economy sector, currently contributing about 19 % of Nigeria’s GDP, is targeted to reach 21 % by 2027 under the bill’s provisions. [4]
Why It Matters:
- Passing the bill could position Nigeria as a continental leader in digital governance and e‑economy, offering improved transparency and more efficient public service delivery.
- The technological reforms may unlock new employment for youths, enhance government digital capability and reduce bureaucratic inefficiencies.
- With global competition in technology intensifying, the law is poised to strengthen Nigeria’s competitiveness in emerging fields like AI, fintech and e‑commerce.
What to Watch:
- The final reading and passage of the bill in both chambers of the National Assembly. [5]
- Presidential assent and the timing of the bill becoming law. [3]
- The drafting of regulatory frameworks and the establishment of implementing institutions following the bill’s enactment.
