David Umahi Gives CCECC 14‑Day Ultimatum on Aba–Enugu–Port Harcourt Expressway Project!

The Minister of Works, David Umahi, has issued a stern 14‑day ultimatum to China Civil Engineering Construction Corporation (CCECC) over sub‑standard performance on the ŒAba–Enugu–Port Harcourt Expressway‡, contract number 6252. [1]

During an inspection on 19 October 2025 of the 43‑km stretch being handled by CCECC, Umahi expressed serious displeasure with the ongoing work, noting the road was “on the verge of total collapse.” [1] He ordered the Abia–Port Harcourt bound section be descoped and re‑awarded to a “capable indigenous contractor,” setting the ultimatum for CCECC’s improvement. [1]

Earlier in February 2024, Umahi had already directed a 14‑day termination notice to CCECC for non‑mobilisation and poor performance on the project. [2]

The minister emphasised the administration’s commitment to eliminating delays and cost overruns by under‑performing contractors, stating that all non‑performing contracts will be terminated and re‑awarded. [3]
